We regard PA SB 628 as a dangerous Bill.  It permits juries to award amounts for non-economic damages for the killing of a pet by a person, or by their animal, for the loss of society, companionship, love and affection.  Pet is defined as a dog or cat maintained in or near the house of its owner.  Up to $12,000 may be awarded for the intentional or unlawful killing of a pet.  Up to $5000 may be awarded for the negligent killing of a pet provided the death or injury occurs on the owners' or caretakers' property or while the animal is under the control of the owner or caretaker.
