PFDC Opposes Pet Limits as Missing the Point

Many communities like Waynesboro PA try to deal with issues of animal cruelty and irresponsible pet ownership by limiting the number of pets its citizens may keep. The PA Federation of Dog Clubs agrees with a handful of court decisions across the country that conclude such laws miss the mark.

AN ACT     

1  Amending Title 18 (Crimes and Offenses) of the Pennsylvania    

2     Consolidated Statutes, further providing for cruelty to    

3     animals.     

4     The General Assembly of the Commonwealth of Pennsylvania    

5  hereby enacts as follows:    

6     Section 1.  Section 5511(h) and (h.1) of Title 18 of the    

7  Pennsylvania Consolidated Statutes are amended and the section    

8  is amended by adding a subsection to read:    

9  § 5511.  Cruelty to animals.

H2532 of 2008 is now H 39 of 2009.  The language is unchanged from the old version.  It is available at HB 39 Text.

I sent Caltagirone's staff a memo outlining changes required t bring the law into line with constitutional protections and to make the section on ear cropping at least parallel to the other sections.  None showed up in the bill as submitted.
